Timing belt & distributor woes

Newbie so hello to all.
I have a 91 Dohc with 140K that I picked up from a guy who said it just quit. For some odd reason he said it was the timing belt. With 140K I thought could be, simple fix. I have pulled the 3 covers on the belt and found that the camshafts were out of time. I then aligned the crank with the arrow at the top of the pulley and verified TDC. I then set the right cam at E to the top and the left cam with the I to the top. Re installed the belt. Cranked by hand twice, everything still lined up. I then tried to start. Sounded very flat. No popping or normal firing sound. I then pulled #1 plug was wet so I have gas, and also getting spark. I then pulled the distributor cap and reset all marks. The rotor is pointing towards the # 3 or 4 on the cap approx 8 oclock position?
Shouldnt this be at #1??
I have searched all forums and websites and cannot get an answer.  

PLEASE HELP!!!

Make sure the distributor is not installed backwards, it's improbable but possible. The key on the end of the dist. shaft is offset to one side so it "should" only go in one way. I'd make sure the rotor is in good shape & installed correctly as well

Also verify that the firing order is correct - very common to mix this up. #1 cylinder is on the passenger side, closest to the cam gears.

Hello Rocketman.
I did a search on timing before this post and you seem like the one to talk to.
Anyway, I checked the rotor as sooon as I noticed it. I also bought a new cap and rotor. I know they are correct. Not sure on the whole distributor but it seems highly unlikely that the PO would have turned it 180.

Any other ideas? Does it seem like I have done everything correctly?

Your timing procedure sounds correct. How far off were the cams?

By chance have you compression tested the engine?
Positive you are getting spark? Failed ignitor modules are pretty much the #1 cause of random engine quitting on the Capri

Cams were off by about 15 teeth. I do get spark.
My thought before chasing other issues is the distributor. It should be pointing to #1 on the cap right?

I've never taken note where the dist points at #1 TDC

Technically it would have to point to either #1 or #4 - as both reach TDC at the same time, it would come down to cam timing. The firing order is 4,3,1,2 so it might start off at #4
