Burning Oil II

You guys are great, but hate to be back again.
Here is the story, which most have read, and back with new issue.

Has turbo rebuilt and installed. Car never leaked; turbo was allowing oil to burn. Compression was checked; mechanic said compression was good.
Had to pass smog in CA. got New catalytic converter. Drove fine.
One morn, heard tappers. Oil was off the stick. Evidently mechanic did not check.
Put two quarts in, and squirt of Lucas additive.
Now smoking.  Oil; blue.
Had strong smell after the cat was replaced.
Thought smoke would dissipate, it did not.
Got oil change. Still smoke. I changed the PCV valve.
Still smokes, consistent.
Should I try a non smoking additive ?
Replace valve seats ?
Do complete valve job if seats need replacement?
170,000 miles.

Did your mechanic remove the intercooler and drain/clean it? They tend to collect a large quantity (qt+) of oil when a turbo blows - it could still be throwing this back into the system. I've seen this occur many times with folks in your same situation.

Would there be a delay of weeks for residual oil to start blowing out from inter cooler?

Looks like I will need to get the car to mechanic.
Put in a bit of additive. Still smokes. Don't want drive it very far.
What would be their checklist?
Check compression? If good, replace valve seals ?
Would total valve job be suggested ?
Bad luck: just after getting new turbo, smokes starts.

how new is 'new' in 'new turbo'? factory-new or reconditioned-new? if it's a reconditioned one, they may have not done the job well (enough).

You are right; all options are on the table. The turbo was rebuilt, and ran well for a month or so.
Replaced cat converter, passed smog test.
Oil level found to be low, off the stick. Put in 2 quarts + gulp of Lucas.
That is when smoke started.

If you starved the engine of oil, you may have fried your new/rebuilt turbo. They do no tolerate a lack up lubrication especially when spinning at tens of thousands of RPM. It could also be a poor or defective rebuild.

As far as diagnosing goes, I would first clean out the intercooler and then proceed from there

I am back. After having the turbo rebuilt, noticing oil was low, put oil in, smoked like hell, turbo performance was zero, I parked the jewel in a garage to use all the Capri wisdom from you guys and decide what was next.
After the car sat for almost 2 months (only drove it one time to get some gas 3 weeks back and it still smoked like hell), I cranked her up and drove 20 miles to the mechanic. Smoke started, then it kinda cleared up. Then I decided to get onto the interstate (stayed off for a while) and noticed the turbo started pegging 5 again. I was shocked. Parked at mechanic and checked exhaust; no smoke. I thought I was dreaming.
Mechanic calls. Compression not bad. I will get the numbers from him. He thinking the prob is oil rings. Could that cause the smoking?
Why did the smoking stop?
Why would the turbo not work as smoke billowed out, and now turbo seems to be working?
Is my ex-wife under the hood causing me problems?
What would make oil rings go bad before compression rings?
Will do a bit of research but want to hear from you gurus out there.

The decision has been made: am taking the rebuilt turbo back to have seals redone. A few mechanics have made that recommendation. One did find oil in the turbo.
Will decide when to have head redone and/or engine rebuilt. Will put questions about that on another thread.
