It is near my battery and looks like it is a top to something. Maybe it even screws into something and the bottom part broke off? It also has wires/wire harness coming out of it. Any ideas?

When you say, "Near the battery", where do you mean? Do you have a photo from a little further away so I can get some perspective ?

Ok, here is a picture of an engine (not mine)

The mystery part is lying about 4 inches below the distributor cap.

Oh wow, You have one of those "SPecial" cars.  Man, you don't know how lucky you are.  That module is what helps it fart butterflys and unicorns out it's exhaust.
