Title: wont start and no fuel return

I have the fuel pump wired to run and it get gas to the fuel rail but I get nothing on the return line I replaced the regulator with another one and it still dosnt exit the rail, I know I dont have fire and I can smell fuel but I am wondering by the fuel not returning to the tank if this is why I am not getting fire? please help anyone

How do you have the pump wired to run? Fuel should be exiting the rail.
