Fuel pump and relay changed-still nothing

I am not going to throw any more parts at it, i need to go right to the problem. I have a 91 XR2 and it decided to die right after i fired it up. It isnt getting power to the fuel pump. What else will make this happen?

I have no power at the fuel pump or the yellow two wire jumper on the firewall with the key on. I had the engine cranked while spraying starter fluid into the intake with no signs of it trying to start.

The fuel pump does not operate with just the key on, engine must be cranking or on.  No response to starter fluid could be bad igniter.  When cranking the engine, if the tack jumps a little, then you are getting spark.  If you have spark, check make sure the timing belt is still there...

I need to go back out and check the tack. You say it jumps a little as the engine cranks?

If i was getting spark would not the engine start with starting fluid? Well at least try i would think. It seems like i have no spark or fuel. I would dig deeper into the timing belt if i had power to the fuel pump. Knowing with a volt meter that i have no power to the pump or the pump jumper under the hood then i know something electronic is the problem.

Ok so to clarify i am helping my old man work on his car. Hints the user name. I asked him yesterday if he checked the fuses because it acted like there was no fuel or spark. Of course he said he checked those first thing but the 15 amp engine fuse was blown. Its up and running again but i want a schematic of the engine fuse wiring. Something is making it pop. It might have been a fluke but he hasnt owned the car long enough to put 100 miles on it. Seems questionable. Any one have the schematic?
