Title: Wheel bearing pre-load

HELP!

I am currently finishing up an ovehaul on the outer driveline on my 91 automatic. Replaced the half shafts, ball joints, rotors, pads and wheel bearings. The shop that pressed the bearings was a bit concerned about one of the new races that seemed to be a bit loose and told me to be carful of the bearing pre-load. I have that put back together and the hub/rotor seems to be more than a bit loose. How do I get it to tighten up? Put the car back on the ground and crank the half shaft nut down super tight or take it back apart and use a Hub Hog to press the bearing in harder? Or am I SOL and need to replace the spindle?
