ive notice that if i bypass this the blower turns faster in all the speeds do i really need this

The blower resistor pack is on the upper right side of your pic there, screwed into the blower housing.

I would say don't bypass it - the extra current may melt the selector switch in the dash. I have had to replace one switch already that was damaged from melting

ok i see but whats that black thing thats being held just below the resistors, im asking this cuz the previous capri i had didnt have this and the single blue wire that goes between the resistor pack actually had a connector that plugged into that one single blade socket thats there on the resistor pack
