To be honest unless the clip is damaged, there's no reason to change it.  And if it was, you'd be better off changing axles anyway.

Well that's just it.  If the circlip is broken, the axle would wobble about, which would damage the axle VERY quickly.  They are pretty much lifetime clips, you can't remove them off the axle to replace them.  The clip is only bad if you drive it and notice it.

You can remove them. I have had to do so for various reasons before. Its tricky, they're tempered spring steel. The FSM actually states to replace them every time you service the axle, I've reused them many times without any issues
